Can I create a scroll vertical menu vertical on the right side of the screen and the subnav popout on the LEFT?

We need to place a vertical menu vertical with the scrollbar on the right of our page,
and have the submenus popout on the LEFT side of the vertical navbar.
Can I create such menu vertical using your software?

Yes, you can create such menu vertical with DHTML Menu.
You should set the following parameter:
var smViewType=2;
